Parliament in Italy
Parliament is made up of the Chamber of Deputies and the Senate. The Chamber of Deputies is made up of 630 members. The Senate is made up of 315 members. Former presidents of the Republic have the right to life-time Senate membership. Parliament is endowed with legislative power. Laws are enacted by the President of the Republic within one month of passage through Parliament.
The government, upon receiving a delegation of powers by the two Chambers, may issue non-constitutional decrees. In extraordinary circumstances, the necessities of the situation and considerations of urgency may lead the government, on its own responsibility, to issue immediately enforceable decrees. The Chamber of Deputies and Senate must then turn such decrees into laws within a period of 60 days, or risk their being annulled. The current Parliament was elected in the spring of 2001.
The present ruling coalition has 350 seats in the Chamber of Deputies and 175 in the Senate, giving it a comfortable majority in both houses. The parties making up the majority are Forza Italia (80 seats in the Senate and 176 in the Chamber of Deputies), Alleanza Nazionale (National Alliance) (47 and 99), Lega Nord (Northern League) (17 and 30), UDC (Christian-Democratic Centre) (28 and 39), Nuovo PSI (New Italian Socialist Party) (1 and 6), PRI (Italian Republican Party) (1 seat in the Senate) and Indipendenti Casa delle Libertà (House of Freedom Independents) (1 seat in the Senate).
The opposition parties are as follows: Democratici di sinistra-Ulivo (Democratic Left-Olive Tree) (64 seats in the Senate and 136 in the Chamber of Deputies), Margherita (Daisy) (36 and 77), Verdi (Greens) (10 and 7), Gruppo per le autonomie (Autonomy Group) (10 seats in the Senate), Rifondazione comunista (Communist Refoundation Party) (3 and 11), Comunisti (Communists) (2 and 10), Udeur (Union of Democrats for Europe) (4 and 8), Socialisti democratici (Democratic Socialists) (6 and 9),
Libertà e giustizia (Freedom and Justice) (1 seat in the Senate), Movimento Territorio Lombardo (Lombard Territory Movement) (1 seat in the Senate) the members of the 'Gruppo Misto' (mixed group) whose members do not belong to any other group.
